Principal, Inclusive Procurement

About the role

The Principal will lead the Inclusive Procurement workstream for the Western Balkans, supporting the Gender and Economic Inclusion team within the Policy, Strategy and Delivery Department. Reporting to the Associate Director G&EI Infra and Energy, the role will develop and implement policy assessments across six countries and oversee pilot implementation in North Macedonia’s solid‑waste sector.

Key responsibilities

• Lead the multi‑country legal and regulatory procurement system assessment under the EBRD’s EUR 2.7 m grant programme.
• Manage the consultant delivering the policy assessment, ensuring outputs are on time, within budget and aligned with donor requirements.
• Coordinate with public procurement authorities to agree on recommendations and integrate standard language into national procurement templates.
• Develop tools, guidelines and knowledge products to scale inclusive procurement approaches across EBRD investments.
• Engage with internal EBRD units (PPAD, Donor Partnerships) and external partners, including the EU, to promote the ISRP agenda.

Required profile

• Post‑graduate degree in Law (public procurement), Economics, International Development or related social sciences.
• Strong knowledge of public procurement, economic inclusion and gender‑responsive policies, with experience in policy‑level interventions.
• Experience in the infrastructure sector and familiarity with IFI‑financed projects.
• Excellent stakeholder‑management, oral and written communication skills in English; knowledge of Macedonian or other Western Balkan languages is an advantage.
