Capital Project Manager – Chemical Industry

About the role

The Capital Project Manager will lead the development of a high‑CAPEX polypropylene production and processing facility for Serbia’s main refining and petrochemical company. The role covers the project from the current FEED stage through to the end of the EPC phase, ensuring safety, schedule, budget and compliance.

Key responsibilities

• Deliver the project safely, on time, within budget and in compliance with environmental and technical standards.
• Lead a project team ranging from 7 members in FEED to up to 100 employees during construction.
• Manage relationships and contracts between the investor and contractors, vendors, suppliers and installation companies.
• Oversee regulatory permit applications and ensure timely submission.
• Initiate and manage license agreements and technical documentation packages.
• Prepare and control preliminary and detailed project budgets.
• Coordinate with engineering, technical staff and other functions for project evaluation.
• Present business cases and project documentation to the Investment Committee and Board of Directors.

Required profile

• Minimum 10 years of experience in chemical, petrochemical, oil & gas refining or organic synthesis.
• University degree in chemistry, technology, engineering or a related field.
• Proven track record as Project Director or Project Manager on at least two high‑CAPEX (> €33 M) projects through pre‑investment, PDP/BEDP and FEED phases.
• Experience in building‑permit acquisition and compliance with local zoning and construction codes.
• Experience working with international licensors and engineering firms.
