Global Data Service Delivery Manager

About the role

The ICRC is creating a new Global Data Service Delivery Manager role within its Global Shared Services, as part of the strategy to develop a Data service line. The manager ensures optimal operational performance and service excellence, builds the team and drives continuous improvement and automation together with GDAO, the GSS Transformation office and T&I. The post is based in the Belgrade Global Hub, is a resident position on an open-ended contract, and is open only to persons with Serbian citizenship or a personal work permit in Serbia.

Key responsibilities

• Design and implement the vision and roadmap for the Data Service line in line with global data governance frameworks, and build a phased service line with scope and budget, defending business cases and achieving outcomes.
• Operationalise the service line, meeting SLA resource targets and cost-fit objectives, and ensure business continuity following the GSS SUN framework.
• Oversee resource allocation policies and standards, and roll out new services in the Data stream.
• Improve data quality through monitoring tools and recommend tools and technologies for data management and governance.
• Deliver high-quality data services to end users, run periodic satisfaction surveys and oversee corrective measures.
• Lead and manage a Data Service line of 20-25 members with 4-5 direct reports, defining roles, setting goals, coaching and developing staff, and filling capacity gaps with training.

Required profile

• University degree in Data Science, Information Management or a related field; data management certification is an asset.
• Typically 15-20 years of relevant experience, including leadership of data analytics, architecture or Master Data Management service lines in a global environment.
• Experience in complex organisations; exposure to the humanitarian sector is an advantage.
• Fluency in English; French is an asset.

Required skills

• Strong proficiency in Microsoft tools, Power BI, SQL and data visualisation.
• Knowledge of continuous improvement frameworks, Agile, design thinking and emerging digital technologies is an asset.
• Clear reporting and dashboarding, stakeholder engagement and team leadership.
