Procurement Officer – Chief of Unit

About the role

The United Nations Interim Mission in Kosovo is seeking a senior procurement professional to lead its Procurement Unit. Reporting to the Chief Operations and Resource Management, the incumbent will act as Chief of Unit, overseeing multi‑million‑dollar procurement activities across a wide range of commodities and services.

Key responsibilities

• Plan, develop and manage mission‑wide procurement activities, ensuring compliance with UN standards.
• Provide technical and policy advice to senior officials and disseminate best practices.
• Lead, coach and evaluate a procurement work team; participate in recruitment and training.
• Analyze complex procurement proposals, determine strategies, and authorize exceptions when necessary.
• Direct solicitation, negotiation, contract award and, if required, termination of contracts.
• Approve contracts within delegated limits or recommend higher‑value approvals to the Contracts Committee.
• Develop proposals for policy and procedural revisions and recommend implementation strategies.
• Represent the organization in high‑level meetings with internal senior officials, government representatives and commercial executives.
• Act as Officer‑in‑Charge for the Operations, Resource Management pillar when required.

Required profile

• Extensive knowledge of internationally recognised procurement standards and all phases of procurement for construction, renovation and infrastructure projects.
• Experience with contract law, complex procurement issues and quantitative methods for supplier capacity assessment.
• Strong negotiating skills and familiarity with leading‑edge procurement methods.
• Proven ability to lead multidisciplinary teams, mentor staff and manage large‑scale budgets.
